The Cornell University Cooperative extension is a regional educational extension of Cornell University in Ithaca, NY. Its primary purpose is fostering local education programs for family life enhancement, education and agricultural development.The CCE wanted to upgrade its regional technical capabilities in Orange County.

S3 was retained to assess its technical capabilities and lay out phased implementation to improve its information processing, training, database management and security, including immediate action to support an ongoing election, all within the existing budget constraints. The program was adopted for implementation.
